Mit der Verwendung dieser Bezeichnung wird zugleich die Legitimität der bestehenden Herrschaftsform in Frage gestellt. Gewöhnlich werden politische Institutionen installiert, deren Führungspositionen nicht militärisch sind und von zivilen Angehörigen der erobernden Macht beziehungsweise lokale Statthalter besetzt werden.
