Die Grundsätze zur Frage der verfassungsfeindlichen Kräfte im öffentlichen Dienst waren in der Bundesrepublik Deutschland ein Beschluss der Regierungschefs der Bundesländer und Bundeskanzler Willy Brandts vom 28. Januar 1972 auf Vorschlag der Innenministerkonferenz. In ihm wurde auf das geltende Recht hingewiesen, dass die aktive Verfassungstreue Voraussetzung für die Einstellung in den öffentlichen Dienst sei, und erstmals ergänzt, dass die Mitgliedschaft in einer verfassungsfeindlichen Organisation in der Regel Zweifel an der Verfassungstreue begründe und mithin eine Ablehnung rechtfertige.
